Turkmenistan plans radical reforms in rural areas

The program on the accelerated implementation of fundamental large-scale reforms in rural areas will be the primary issue on the agenda of the Turkmen Council of Elders, which will meet in the city of Turkmenbashi on October 23, an official Turkmen source reported.

The program on the accelerated implementation of fundamental large-scale reforms in rural areas will be the primary issue on the agenda of the Turkmen Council of Elders, which will meet in the city of Turkmenbashi on October 23, an official Turkmen source reported.

The Council of Elders meets annually and serves as an advisory body. The President Gurbanguli Berdimuhamedow noted at a government meeting last week that currently there are over a thousand of small villages in the country.

"However, the living conditions in these settlements do not meet the modern requirements," he said, pointing out the reasonability of choosing a favorable living areas for people, building exemplary villages in this areas with all the necessary support systems and moving all the inhabitants of the small villages to these areas..

The president drew attention to the need to address issues related to the territorial boundaries of settlements.

Local authorities in the new settlements - archynlyks, should be provided with funds which will contribute to fulfillment of their responsibilities, assigned by the Constitution.

In addition, all envisaged reforms will be implemented in one district, which will be selected as the sample in each region , this "will provide an opportunity to thoroughly examine the advantages and shortcomings of the reforms."
