Personnel changes in Turkmenistan’s regional authorities

The President of Turkmenistan Gurbanguly Berdymuhamedov made a number of appointments to the province and district authorities of Lebap and Mary velayats (provinces), the Government of Turkmenistan announced on Saturday.

Yagshymyrad Yayylov was relieved from the post of hakim (governor) Lebap velayat (province) for serious shortcomings in work, and replaced by Muhammet Joraev.

According to the announcement, the president noted the weak organization of works in agro-industrial sector of Lebap province and expressed his dissatisfaction with the low ratesof agricultural production, the breach of contractual obligations.

Berdymuhamedov noted that the works on the implementation of the national program 'The Village' were not properly performed, construction of roads and facilities is behind schedule, in particular in Garlyk.

"This is a direct result of institutional failures and other serious shortcomings in the administrative work," the President said.

Personnel changes were made also in Mary province. Hakim Kakageldi Gurbanov was relieved from the position in connection with his transfer to another job. Bashim Annagurbanov was appointed to this position.

President also noted that hakims of some etraps (districts) of Mary velayat did not manage with their duties and made serious mistakes in their work.

Berdimyrat Kulov was removed from the position of hakim of Serhetabat etrap of Mary velayat for shortcomings in his work. Bayram Bayramov, who was previously deputy governor of Takhtabazar district of Mary province, is appointed to this position.

Annasahet Charyev was removed from the position of hakim of Murghab etrap of Mary velayat for shortcomings in his work. Toyly Myratlyev, who was previously deputy governor of Kara-Kum district of Mary province, is appointed to this position.

Begmuhammet Atayev was removed from the position of hakim of Bayramali town of Mary velayat for shortcomings in his work. Kakamyrat Amanmyradov is appointed to this position.

In early April the President Gurbanguly Berdymuhamedov drew the attention of several heads of regional administrations to the low rate of cotton sowing, and demanded the adherence to established agronomic standards.

Cotton sowing in Turkmenistan started in late March in a 550,000 hectare area. About 1.235 million tons of cotton was collected last year, or by 12.6 percent more than in 2011.

There are 36 cotton mills in the country. Cotton is the main raw material for the dynamically developing domestic textile industry.
