Uzbekistan regards the CIS as a structure which gives great opportunity to maintain direct international dialogue, Uzbek President Islam Karimov said while speaking at the meeting of CIS Council of Heads of States in Minsk on Oct.10.

He said CIS creates conditions to discuss vital issues, resolve the disputes and disagreements among the member states on the basis of the sufficiently strong legal framework, as well as the created mechanisms and tools of interaction, Russia-24 TV channel reported.

Karimov said Uzbekistan is interested in developing the mutually beneficial and multi-faceted cooperation with all partners by taking into account the each other's interests.

He said the creation of other integration associations of post-Soviet countries doesn't put obstacles on the activities of CIS.

"Our meeting is being held under the conditions of a rapidly changing international environment, increasing geopolitical tension, political confrontation and ongoing global financial and economic crisis," Karimov said.

He expressed concern about the sprawling violence, the real threats of terrorism, extremism and drug trafficking.

Islam Karimov also touched upon the developments in Afghanistan.

"As a close neighbor of this country, Uzbekistan is confident that only the completion of the process of creation of a new government in Afghanistan with participation of the main opposing ethno-religious and political forces, can help to reduce instability, eradicate poverty, restore the economy and ensure peace and tranquility in the country."

"Regarding the settlement of the Ukrainian crisis, we are confident that only the non-use of force as a means of settling all the problems, the use of political means based on the international law and the UN Charter and only the unconditional fulfillment of Minsk agreements on ceasefire and truce by the parties not in words but in deeds, can create necessary conditions for the negotiation process on achieving peace in Ukraine," Karimov added.

He said it is very difficult to agree with the decision of Ukrainian President Petro Poroshenko not to participate in today's summit, adding that his country is still a part of the CIS.

Karimov added that Poroshenko's participation in the CIS summit would allow to bring more clarity to the issue of settlement of the Ukrainian problem.
