On August 31, 1991 a law "On State Independence of the Republic of Uzbekistan" was adopted, according to which the country pursues its own military policy. On January 14, 1992, all the military units stationed in the country, came under the jurisdiction of Uzbekistan.

The President, the Supreme Commander of the Armed Forces of Uzbekistan, Islam Karimov congratulated the servicemen.

In his congratulatory message, President Islam Karimov drew attention to the expansion of the range of threats to international security and stability.

He also said that measures to modernize and re-equip the troops with the latest weapons and equipment are consistently implemented in accordance with the plans of the formation of Armed Forces. The system for training military personnel is being improved.

"The Republic of Uzbekistan remains committed to the principles of peaceful policy," the message reads. "Our military doctrine is defensive in nature, and the strengthening of the armed forces of the country, is primarily intended to protect its national sovereignty, territorial integrity, peace and tranquility of our people. Our defense doctrine does not provide for the participation of our army in military actions and operations outside of the Republic of Uzbekistan."
