A mechanism for obtaining e-signature through unified centers for provision of public services on a “single window” principle has been introduced in Uzbekistan.

A joint resolution was adopted on this issue by the Uzbek State Tax Committee, the Ministry of Justice and the Ministry for the Development of Information Technologies and Communications, which approved the regulation on the procedure for registering e-signature keys and issuing e-signature certificates through single centers.

An e-signature is necessary to ensure free access to all types of public services and services of commercial banks.

The procedure has been established for applications of both individuals and legal entities to a single center on a “single window” principle both directly in the center and through the Single Portal for Interactive Public Services of Uzbekistan, as well as a list of necessary documents and possible reasons for the refusal have been indicated.

The single center will register an application online and within 30 minutes send it to an authorized body, and the authorized body within one hour will examine the application, register e-signature keys and certificate, and then send the result to the unified center.

Further, the unified center will notify an applicant within one hour and draw up all necessary documents, private e-signature key password will be sent to the e-signature owner as a text message to his or her mobile phone number. That is, a few hours will be needed to obtain the e-signature.
