The Khatam al-Anbiya Construction Headquarters has been awarded with a $138 million dam building project without a bidding competition.
The contract for the Heraz dam has been originally signed with a Chinese company but the decision was reconsidered, Ramezan Tahmasbi, regional managing director for water in the Mazandaran Province, said. The reason for changing the contractors is new circumstances last month, Tahmasbi said.
As the scope of international sanctions against Iran has grown, foreign companies have stopped their activities and many big projects have been handed to Iran's Revolutionary Guard Corps (IRGC), called "Sepah". The Khatam al-Anbiya Construction Headquarters is an arm of Sepah.
