Iran's Supreme Leader Ayatollah Ali Khamenei has written a letter to President Hassan Rouhani confirming the nuclear deal under certain conditions.

In his letter which was published on the official website of the leader Oct. 21 Khamenei announced he confirms the Supreme National Security Council's decision on implementing the Joint Comprehensive Plan of Action (JCPOA) under certain conditions which are listed in the letter.

The letter reads that any remarks that suggest the structure of the sanctions against Iran will remain in place would be considered as violating the nuclear deal reached between Iran and the P5+1(the US, UK, France, Germany, Russia and China) last July.

Khamenei also underlines that imposing any new sanction at any level or under any pretext including the human rights issue would be a violation of the JCPOA as well and the government should then stop the nuclear deal implementation.

Iran entered the nuclear talks in order to remove economic sanctions, meanwhile it would take effect after Iran carried out its steps, Khamenei said, adding powerful, sufficient guaranties should be prepared in order to prevent the counterpart of violating its commitments including written announcement by the US president and the EU on sanctions' removal.

The leader also underlined that the measures regarding redesign of the Arak heavy water reactor and the trade of Iran 's enriched uranium with yellowcake can be carried out only after the IAEA announces the close of the Islamic Republic's Possible Military Dimensions (PMD) file.

Secure contracts also should be signed and enough guarantees should be provided for implementing Iran 's duties regarding the two aforementioned issues, Khamenei added.

The uranium trade also should be carried out gradually in several steps, Khamenei underlined in his letter.

He also said that a plan should be prepared carefully in the Supreme National Security Council for developing the country's nuclear industry within the next 15 years in order to reach the 190,000 SWUs enrichment capacity. "The plan should remove all concerns regarding certain issues in the appendixes of the JCPOA."

The Atomic Energy organization of Iran (AEOI) should take all needed measures regarding nuclear research and development so that by the end of the 8-year term, there will be no lack of necessary technology for the accepted level of uranium enrichment in the JCPOA, Khamenei said.

The Iranian leader further underlined that Iran will not accept the counter part's interpretations regarding the ambiguities of the JCPOA text. "The reference point is the text of the negotiations."

Khamenei also stressed that a strong team should be formed to observe the progress of the deal implementation and the execution of commitments by the other side.

The Iranian leader further said that neither on the nuclear issue, nor in any other case, the US has taken any position except hostility and trouble, forecasting that any change in the US approach towards Iran in the future is unlikely.

"The US president in his two letters to me said that he is not after regime change in Iran, but his claims soon proved to be a lie with him backing Iran's internal conspiracies and providing financial support to the Islamic Republic opposition."

The US president's clear threats about a military, or even a nuclear attack against Iran, unveils the US true intentions, Khamenei underlined.

After several months of talks, on July 14, Iran and the P5+1 announced a final accord, curbing Iran 's nuclear program in exchange for lifting most of the international sanctions on the Islamic Republic.
