Weekly economic review (07.12- 12.12.2009)

Analysis Materials 16 December 2009 12:22 (UTC +04:00)

In the beginning of next year, the State Committee for Standardization, Metrology and Patents intends to adopt European standards for all fuels in Azerbaijan. The decision was made as a result of the monitoring in the capital. Also next year was declared the Year of Environment in Azerbaijan, and adopting new standards will make a great contribution to protecting it.

The monitoring at 37 gas stations in Baku and surrounding villages showed that there are shortages both in quality and quantity of fuel sold to consumers. The quality of A-95 gasoline at two petrol stations was low. Some gas stations mix gasoline with different octane ratings. In this case, car owners, who run the car with petrol with octane number 93, but receive petrol with octane number 90 as a result of mixing, create a danger for vehicles.

New standards are prepared currently. They are prepared by the Institute for Standardization of the Committee. New standards are expected to be approved in the beginning of the next year. The current AZS standards being introduced in the country can not keep pace with the European standards. New standards are developed for gasoline, diesel fuel, lubricating oils and other fuels.

The new standards envisage reducing the share of the gasoline content in fuel. The new standards will allow reducing emissions of harmful substances, and will help ensure the rights of consumers, because it affects the quality of the fuel efficiency of vehicles and speed. In the beginning of next year, the State Committee for Standardization, Metrology and Patents intends to adopt European standards for all fuels in Azerbaijan.

With regards to the fuel prices in the country, adopting European standards should not affect them. Upon the confirmation of the Ministry of Industry and Energy of Azerbaijan, the Agency did not appeal to the Tariff (Price) Council of the country to increase the cost of fuel.

Speaking of rankings on the quality of fuel, the International Fuel Quality Center defines the place in the ranking of countries on the basis of existing standards in each country.

Currently AZS and GOST standards operate in Azerbaijan. Despite this, actual fuel indicators are better than specified in GOST. After the entry into force of new standards AZS on 1 January 2010, Azerbaijan's position in the list published by the International Fuel Quality Center sufficiently improved.

And after launching new oil and gas refining and petrochemical complex, which is envisaged to be constructed in the country, the quality indicators of any fuel will meet the latest international standards.
