Political movements

The ruling New Azerbaijan Party broadly applies Western election technologies, Deputy Executive Secretary, MP Siyavush Novruzov said.

"We begin the electoral process not immediately after its official launch, but instead much earlier," he said. "We will be ready for each and every stage of the election. This is one reason for our success."

Parliamentary elections will be held in Azerbaijan in autumn 2010. The last legislative elections were held in November 2005. The parliamentary elections are held by the majority system in 125 electoral constituencies in Azerbaijan.

Novruzov stressed that the ruling party is successfully continuing to prepare for the elections.

"The social and political situation in Azerbaijan in the run-up to the elections is normal," he said. "The government is taking the necessary measures to ensure free and transparent elections."

The plans of the opposition Citizens and Development Party (CDP) and the Liberal Party to create an election bloc are postponed, the chairman of CDP Ali Aliyev told Trend.

"In late last week, the heads of both parties discussed the creation of the bloc. We came to the decision to postpone the establishment of the bloc to early September. However, we have a definite decision, position on the issue of the founders of the bloc. In September, the process will begin to present the bloc to the public," said Aliyev.

July 13, after the dissemination of information that Azerbaijan Popular Front Party (APFP), which is part of Azadlyg bloc, creates a joint election bloc with the Musavat Party, other parties in the Azadlyg bloc announced the termination of the bloc's activities.

Azadlyg bloc brings together three opposition parties - Azerbaijan Popular Front Party, Liberal Party (LP) and Citizen and Development Party.

According to Aliyev, preparatory work is carried out to create a bloc. "An agreement has been reached about the founders of the bloc. There are appeals from many independent candidates and public-political candidates. Those organizations and individuals who will cooperate with us should have an influence in the society. It was therefore decided to conduct the study of individuals who are willing to cooperate with the bloc. Our goal is to create a bloc which will be able to participate in the parliamentary elections as a major voting bloc," said Aliyev.

The party's chairman did not name the organizations that will establish the bloc.

"Both parties which have cooperated in Azadlyg bloc will be presented in the new bloc. Besides CDP and LP, another party will join the bloc. Currently serious consultations are conducted. When a final decision is made, we will inform the public," said Aliyev.

Representatives of Azerbaijani intelligentsia will join the opposition electoral bloc, chairman of the Association of Azerbaijani Intelligentsia Eldeniz Guliyev told Trend.

"We support the election bloc. The Liberal Party of Azerbaijan and the Party of Citizens and development intend to create it. We have also decided to join the bloc. We believe that this bloc is a bloc of people who have kept their purity in politics. Their method of fighting is logical. We would like this election bloc to be transformed into a political bloc in future, " Guliyev said.

Chairman of the association spoke about candidates to be nominated by the organization

"We will pay more attention at qualitative index but not quantitative one. We will nominate about 10 people from our scholars, lawyers," Guliyev said.

As a result of internal policy of the Azerbaijani authorities, all conditions have been created in the country for the comprehensive activities of the Social Democrats, co-chair of Azerbaijan Social Democratic Party Araz Alizadeh told Trend on July 30.

"Now, however, the talented young people are not going into politics. The period of romantics in the policy of Azerbaijan was completed. Young people are trying to make a professional career. That is why, today there is not a new wave to political parties," said Alizadeh.

In the future, people in Azerbaijan will come into politics not from the parties. "People, who make successes in their professional careers, will use it to come to power of a majority system. If Azerbaijan does not restore the proportional method, the credibility of the parties will further reduce," said the party chairman.

Alizadeh touched upon the question of his party's accession to election blocs during the parliamentary elections in Azerbaijan.

"So far, no political bloc, established in Azerbaijan, could achieve something. We do not want to join such a deceiver. Azerbaijan Social Democratic Party will itself participate in parliamentary elections," said Alizadeh.

Azerbaijani opposition Umid Party will not join any election bloc, the chairman of Umid Party Igbal Aghazadeh told Trend on July 30.

"Because the Umid Party significantly takes ahead over other parties with its weight and a special place in society, its approach to political processes, the number of members taking part in parliamentary elections. There is not such second opposition party, which is the best in this regard. Either we will be creators of a bloc or will not join any other bloc. We have no plans to join whatsoever bloc," said Aghazadeh.

According to chairman of the party, his party is ready to cooperate.

"We are ready to cooperate with all for democratic elections in Azerbaijan. Whether we like it or not, we will cooperate with other parties in the election process," said Aghazadeh.

Elections

Currently the Central Election Commission (CEC) of Azerbaijan does not control the pre-election campaign, CEC press officer Azer Sariyev told Trend.

"The period for the election campaign has not come yet. The problems of the pre-election campaign relate only to the candidate himself. Regarding the issue that the candidates are not known yet, the CEC does not interfere in these matters," said Sariyev.

According to him, the interview with the CEC Secretary Natig Mammadov was not understood correctly.

"The media outlets have spread information that the CEC Secretary Natig Mammadov said that conducting agitation in social networks is illegal. In fact, we did not make such statements. The CEC has not such opinion. Simply Secretary said that during the election campaign, the agitation by a candidate is illegal if the campaign period has not started. But they related this to the current period. That is, the idea has been misunderstood," said Sariyev.

According to him, as the campaign has not yet begun, the CEC is not empowered to investigate these issues.

"The CEC may consider violations of the law only when the rules of campaigning are violated during the election campaign. But now it is not period for the election campaign. Therefore, the CEC can not restrict campaigning in social networks, and in the media, and we have not made such position," said Sariyev.

A collection of normative acts related to the parliamentary elections was published in Azerbaijan.
The Central Election Commission (CEC) took a decision to approve normative acts - instructions, explanations and rules in order to strengthen the regulatory framework related to the forthcoming parliamentary elections. These documents were collected in 10 collections.

One of these collections was published and distributed to the election commissions, the CEC press service reported on July 29. Other collections, consisting of normative acts, will be published soon and submitted to election commissions.

CEC confirmed and published various documents in 22 titles related to the parliamentary elections. The commission distributes the samples of these documents to the election commissions.

Normative documents approved by the CEC were promulgated through official web pages of the organization (www.msk.gov.az; www.cec.gov.az; www.infocenter.gov.az).

The Socialist International will participate as an observer in the upcoming parliamentary elections in Azerbaijan, Luis Ayala, Secretary General of the Socialist International said today at a press conference.

"We think to take part in the elections as an observer. We will have an observation mission, consisting of 20-25 people. During a meeting with the Azerbaijani President Ilham Aliyev and Foreign Minister I was informed that all conditions will be created for the Socialist International's participation in the election as an observer," Ayala said.

He said about the importance of holding the parliamentary elections in Azerbaijan.

The Parliamentary Assembly of Turkic-Speaking Countries (TurkPA) will participate in the parliamentary elections in Azerbaijan as an international observer, TurkPA Secretary General Ramil Hasanov said at a meeting this week with Azerbaijani Foreign Minister Elmar Mammadyarov.

"TurkPA will also take part in Turkey's constitutional referendum as an international observer Sept. 12," Hasanov said.

"During the visit, the Turkmen leadership will study the assembly's annual activity," Hasanov said. "Turkmenistan will also be invited to join TurkPA."

He noted that the next TurkPA plenary session is scheduled for March 2011 in Astana. Three standing committees will be formed at the session, and a new management will be elected.

The NATO Parliamentary Assembly will not abandon the discussions over the Nagorno-Karabakh conflict, despite calls by the Armenian parliament, the press office of the Assembly reported.

"Very unlikely that the political leadership of the Assembly would refrain from the discussions simply because somebody don't like it, - NATO PA press office told Trend. - There has been a political commitment by the Assembly to go ahead in this issue".

NATO PA has discussed the possibility of introducing a resolution at its next meting in Warsaw in November. And that resolution would be on something related to Nagorno-Karabakh.

Earlier Friday, 'Armenia Today' news agency published an appeal of Armenian parliament's speaker Hovik Abrahamyan to NATO PA head John Taner to refrain from discussions over the Nagorno-Karabakh conflict "in connection with a possible report on the Karabakh problem, which the NATO PA plans to prepare".

NATO PA press office said there are no preparations to publish a report on Nagorno-Karabakh. However, there are plans to adopt a resolution at the next meting in Warsaw.

Resolution is non-binding policy recommendations based on the deliberations of the members, the same source said.

"Resolution differs from a report that tries to investigate an issue and inform people about a particular situation, - NATO PA said. - It is just a statement about what a collective membership of the Assembly think should be done on a particular situation".

The Parliamentary Assembly issues those kind of resolutions every year. These are policy recommendations that are debated and approved by the members.

"There has been a commitment to discuss this issue in Parliamentary Assembly, and a commitment to have some sort of resolution on it. So, I suspect that it will go forward," NATO PA said.

The argument of the speaker of the Armenian parliament was that the discussion over the Nagorno-Karabakh settlement outside the OSCE Minsk Group could harm the negotiating process.

However NATO PA press-office told Trend that there are usual consultations with the OSCE Minsk Group which is internationally recognised framework for the peace talks. the last meeting was held in Yerevan in March.

According to NATO PA information, the Assembly is not to interfere in an existing international process like the Minsk Group. The Assembly's choice is support to the Minsk Group.
