The conflict in Syria, which will enter a third year next month, has killed almost 70,000 people, the UN High Commissioner for Human Rights, Navi Pillay, said Tuesday, dpa reports.

"The UN Security Council is best when it acts with a unified voice," Pillay told a UN Security Council debate on the protection of civilians in conflict in New York. "The lack of consensus on Syria and the resulting inaction has been disastrous and civilians on all sides have paid the price."

Pillay criticized the council for reaching a political consensus on the conflict in Mali, but not in Syria.
