Georgian President Mikheil Saakashvili appealed to parliament with an open letter.

"First of all, I want to reiterate my respect for Parliament, which has been elected by the people, and would like to speak to you, the representatives of the supreme legislative body of the country," the message says.

The Georgian Constitution is the supreme law of the country, the observance of which is the primary responsibility of every citizen, including, first of all, the government, the letter says.

"Therefore, we demand compliance with the Constitution of Georgia, which on one hand requires the head of state to address the representatives of the legislative authority and the public. On the other hand, it requires Parliament to listen to the President of Georgia. We assume that in the case of compliance with these norms, we could have avoided recent complications.The Georgian President is the guardian of the Constitution; responsibility for its implementation rests on the Georgian Parliament as well. Recall that the Parliament has repeatedly made statements that this hearing must be held in the near future. With this in mind, I address you with the request to ensure compliance with the fifth paragraph of Article 73 of the Constitution and set a hearing date of the annual report of the president of Georgia,"- the letter published by the presidential administration says.
