Georgia refuses from using electro-shockers in jails

The Georgian Ministry of Corrections and Legal Assistance does not intend to amend the legislation. An electro-shocker must be among special devices in accordance with the legislation, deputy head of the administrative department of the ministry Tea Pertaya said Nov. 14.

"While discussing important public issues, the ministry has taken into account the opinion of the non-governmental sector, which opposes including electro-shockers in the list of special devices," she said.

"It is possible to use electro-shockers in 45 US states, the Czech Republic, Finland and Great Britain," she said. "In this regard the Western standards do not limit us. A decision was made not to initiate a bill in connection with electro-shockers."

Expectations are that an advisory council will be established to strengthen the constructive cooperation with the civil society, the ministry said.
