Iraqi Prime Minister Nuri al-Maliki on Friday accused unspecified foreign countries of "spending money and efforts" to foment trouble in the country dpa reported

"These countries believe that Iraq's growth and stability will be at their expense," he told a rally in the province of Dhi Qar in southern Iraq.

"The Iraqis do not want to build an aggressive country that will replace others. They want a country that will help in achieving local and regional stability," added al-Maliki.

Iraq has recently seen an upsurge in attacks targeting army and police personnel.

Al-Maliki added that Iraq was immune to "Arab Spring" revolts sweeping across the Arab world.

"Winds of change will not blow over Iraq because there is not a single political prisoner or sectarian marginalization in Iraq," he said.

Al-Maliki became Iraq's prime minister in 2006. He obtained a second term in 2010, after nine months of political stalemate following the inconclusive results of the country's parliamentary elections in March 2010.
