( AFP ) - President Vladimir Putin accused Washington on Monday of being behind an election boycott by Western monitors, saying the goal was to discredit the polls.
The decision by OSCE election monitors "was taken on the recommendation of the American State Department. We will take this into account in our inter-state relations," Putin told reporters.
"The aim is to discredit the elections, but they won't achieve their goal," he said.
"The elections will take place in the framework of the existing law," he said.
His comments came in the final week of campaigning before parliamentary elections on Sunday, which are being portrayed in Russia as a referendum on Putin's performance in office.
The Organisation for Security and Cooperation in Europe (OSCE) announced earlier that it would not be sending its observers to monitor Sunday's vote because of delays in issuing invitations and in providing travel documents.
