The manager of US President Barack Obama's victorious election campaign, David Plouffe, is visiting Azerbaijan as a private citizen and not as a White House emissary, a spokesman said Monday.
"He's a private citizen. He's not there at the behest of, and not delivering a message on behalf of, the president of the United States," White House spokesman Robert Gibbs told reporters on board Air Force One, AFP reported.
Plouffe gave a speech at Baku's Gerb University on Monday.
