President Obama has declared a major disaster in the states of New York and New Jersey to free up extra federal funds for recovery operations after Superstorm Sandy, The Times reported.
At least 16 people were killed across the US East Coast when Sandy struck overnight, flooding streets in New York, causing a power plant explosion that blacked out most of Manhattan and leaving widespread devastation.
