"Norman Quartet" leaders verbally confirm Minsk declaration

The leaders of Russia, Ukraine, Germany and France did not put their signatures on the Minsk declaration, German Foreign Minister said, RIA Novosti reported.
President Putin also said that following the Norman Quartet meeting, which lasted about 16 hours, the contact group's document on measures aimed at the implementation of the Minsk agreements was signed.
President Putin said that in Minsk, he also agreed with his Ukrainian counterpart to instruct military experts to assess the situation in Debaltsevo.
