Establishment of Peacekeeping Contingent in GUAM Possible – Ukrainian Political Scientist

Ukraine, Kiev / Т Establishment of a peacekeeping contingent in GUAM is possible, Ukrainian political scientists in the Kiev-based Institute for Russian Studies, Victor Konstantinov, said.

" Ukraine has the experience of taking part in peacekeeping contingents, though it has no experience in governing them," he said.

According to Konstantinov, peacekeeping contingent envisages availability of technical facilities, which both Ukraine and Georgia have. Both countries are experienced in participation in peacekeeping operations. "At the same time establishment of a peacekeeping committee envisages availability of finances and governing experience. And GUAM has problems in these two aspects," the expert said. GUAM may create its own contingent, but it will not be able to independently take part in peacekeeping operations. GUAM's independency will be quite symbolic.

GUAM will hardly be able to take part in settlement of Nagorno-Karabakh conflict, Konstantinov said.
