Azerbaijani opposition party leader suggests improving municipal system

Leader of Azerbaijani opposition party suggested improving municipal system.

"Municipal system consisting of several stages must be created in Azerbaijan. There are no urban municipalities. The law on municipal system must be adopted in Baku," National Independence party leader Etibar Mammadov told Trend on June 16.   

The Azerbaijani Parliament adopted the law Union of municipalities last month. 

Upon the law the number of municipalities will educe from 2,757 to 1,766 in Azerbaijan. Municipal elections will be held in Azerbaijan in December 2009 but parliamentary in autumn 2010. Earlier municipal elections were held twice in 1999 and 2004. 

Division of privileges must be legalized to strengthen activity of municipalities, Mammadov said. "Afterwards, change of municipal elections into serious process will be possible," National Independence party leader said. 

Earlier, many municipalities dealt with sale of land, he said. Most of municipalities do not know about their functions and was turned into addition to executive power.

Adoption of the law Union of municipalities will not solve problems in this sphere. "Major goal is to simplify governance of municipalities by executive power," Mammadov said.

National Independence Party was the first party passing state registration. The party was established in 1992. The party was split after Mammadov left this party late 2004. Ali Aliyev was appointed chairman of the party. Several members of the party left this party in sign of protest towards Aliyev's appointment.

Presently, Mammadov is deputy chairman of the International Democratic Union.
