The Paris Court of High Instance (Tribunal Le Grande Instance de Paris) had cancelled the arrest on the finances, but the issue of security still remains open. "At present we are taking measures to resolve this issue," the Ministry stated. In January the petition of Maltese FIMbank to terminate the implementation of the resolution made by the Paris Court of High Instance in favor of Azerbaijan was rejected.
In July 2004, the Maltese FIMbank raised a claim against the Azerbaijani Government regarding the non-payment of credit issued under the guarantee of the Communications Ministry and AKB Pochtbank to non-existent enterprises of the Ministry, re Aztell $3,035,000 and Baktell $1,560,000.
Paris Court of High Instance made the decision to cancel the seizure of the finances of the Ministry in the amount of €6.5 mln allocated to Eutelsat S.A. The Bank was committed to pay off €5,000 for inflicting moral damage to the Azerbaijani side and an additional €9,000 for court costs.
