Congress of Local and Regional Authorities of Europe (CLRAE) released a report, resolution and recommendations in the discussions on the municipal elections March 19, held in Azerbaijan Dec. 23, 2009, the organization reported.
Report, submitted by vice-president of the General Council of the Somme Department (France) Francis Lek, was the result of the delegation of Congress representatives' to monitor Azerbaijani elections Dec. 20-24, 2009.
The report provides a conclusion that in general the elections were technically well prepared and held in a calm atmosphere. At the same time, doubts appeared about the registration process and the counting of votes.
Congress also confirmed its willingness to assist in implementing the necessary reforms to give municipalities more financial independence and greater autonomy in relation with the central authorities, as well as for the mayoral elections of Baku.
