Azerbaijani Ex-Health Minister Appeals for Inspection of Penitentiary Service 13

Azerbaijan, Baku, 31 January / Trend corr. K.Zarbaliyeva / Ali Insanov, the former Health Minister of Azerbaijan, made a petition to the Appeal Court of Azerbaijan to hold an inspection of the penitentiary service 13 where he is imprisoned, Togrul Babayev, Insanov's attorney, said to trend.

The Penitentiary service 13 representative stated that Insanov has been treated well in prison. However, Insanov did not agree with such a statement.

Furthermore, Insanov requested that he be allowed to participate in the proceedings that will be held in the Appeal Court. The petition was submitted to the head of the Penitentiary Service..

Insanov appealed to the Nasimi District Court on Fikrat Mammadov, Justice Minister, and Penal Service leadership, of the poor conditions in the prison. The Court did not approve the petition which resulted in Insanov appealing the Court's decision.

The court proceedings regarding the appeal will be continued on 5 February.

Insanov was detained in October 2005. He was accused of attempting a coup d'etat and causing mass riots. Through the decision of the Azerbaijani Court on Heinous Crimes dated 20 April, Ali Insanov was found guilty for misappropriation of property and abuse of power and was sentenced to 11years imprisonment. Presently he is held in the Bail Isolation Cell 1 of the Penitentiary Service of Azerbaijan. He is demanding that he be transferred to the Patient Care Institution of the Penitentiary Service. Medical examinations have confirmed that Insanov suffers from a vertebral hernia.
