I International conference entitled В"Administration of justice for juvenile offendersВ" was held April 14 in Baku. Trend reports that the conference included presentation of drawn recommendations and proposals to the workgroups engaged in creation of juvenile justice administration in Azerbaijan.

Speaking at the session, Mauricio Pavesi, head of OSCE Baku office, said Azerbaijan had signed international conventions, among which are some on protection of child rights. Many spheres of juvenile justice administration should be brought to the level of international standards. В"An arrest should be regarded the last measure taken in respect of juvenile offendersВ", - Mr Pavesi said.

Orudj Zalov, deputy minister of interior of Azerbaijan, said in his speech that the Ministry of Interior is the only law-enforcement structure handling preventive works with juvenile and under-age people.

В"We have conducted over 40 seminars and round tables at participation of experts from UNICEF, Open Society Institute and other international child organizations. More than 200 policemen have been involved in these seminars. As a result the percentage of crimes committed by young children and teenagers has decreased significantly if compared with that of previous yearsВ". MR Orudj said.

Further, proposals and recommendations have been presented on creation of system and execution mechanisms for prevention of crimes commitment by juveniles, identification of status of Juvenile Justice Administration in Azerbaijan, boosting the role of commission for work with juvenile offenders and alternative measures for deprivation of liberty in juvenile justice system .
