Turkmenistan to announce int'l tender

Turkmen President Gurbangulu Berdimuhammedov instructed to hold an international tender for the construction of the country's roads, the Turkmen government al press service reported.

"We should foresee establishment of all necessary infrastructure, including systems engineering and technical installations, transport interchanges, lighting, construction stops, petrol stations, car washes, as well as restaurants and  hotels when laying the major highways ," he said at the last governmental meeting.

However, it was noted that when entrusting the construction of facilities to foreign companies, 70 percent of workers must be the Turkmen citizens that will allow them to gain the necessary experience.

"We have to provide construction of high-speed roads - highways that will be paid since the commissioning and eventually will be able to recoup itself," the president said.

The president reprimanded chairman of the state concern Turkmenavtoyollary (Turkmen roads) Ashyr Sarybayev for the weakening of control over the quality of road construction.

The source reported that the norms and standards are often violated during the construction of a metropolitan ring highway. "If this is observed in the capital, then what we can talk about the road construction in the provinces?" the president added.

He cited the construction of the Ashgabat-Karakum-Dashoguz highway as an example. "Over ten years were spent on the construction of this important facility. The great financial resource was invested in it in national and foreign currencies. But still a full list of design estimates is not prepared, there is a need to repair the road sections that has already have been laid."

All facilities, including roads, built in the country must fully meet international standards, he said.  According to him, a modern road transport system is one of the key factors of economic development of any state.
