Baku bans construction of high buildings in center

At present, the permission is not given to build multistory buildings in the central part of Baku, Jahangir Khodjayev, the head of the Department of Information and International Relations of the Azerbaijani State Committee for Architecture and Urban Planning, said. Such permits are issued by the executive power of Baku.

"President Aliyev gave orders to halt construction of skyscrapers in the center in 2009. The already started projects, of course, will be completed. But the permission will not be given for the new ones," he said.

However, the skyscrapers will be built in other parts of the city.

"That does not mean that high buildings will not be built in Baku. For example, SOCAR's new building will have 42 floors," he said.

He said that the height of new buildings will be determined in accordance with the detailed draft of each district in Baku.

New standards have tougher requirements. In particular, factors used to calculate the rates of seismic loads, are increased by 1,5 -2 times. It will lead to the increased reliability of mobile systems. Previously, it was allowed to build frame residential buildings up to 12 storeys (with height of 39 meters). Now it is allowed to build up to 16 storeys (with height of 58 meters) in accordance with the new regulations.

According to the new regulatory rules in the country, permission will be given not only for frame residential buildings consisting of 12 floors or 39 meters but for 16 floor-buildings or 58 meters. In this case, durability of concrete must not be below B25.

Higher multi-storey buildings can be designed on the basis of technical specifications, recommended only by specialized research institutes.

The State Committee has already ordered a program of structural analysis of buildings, designed on the basis of Moscow and Ukrainian institutes' programs in connection with the new standard.

The State Committee also operates to develop other national regulations relating to the design of activity, taking into account climatic, geological and hydrogeological conditions, as well as the experience of neighboring CIS countries.
