Azerbaijan proposes to use e-signature for cross-border trade

Azerbaijan is preparing a project proposal on the use of e-signature in customs clearance in the framework of the initiative on harmonization of the digital markets of the EU and the Eastern partnership countries (HDM Initiative), Director of the regional Academy of information technologies (RITA - Regional Information Technologies Academy) Tofig Babayev told Trend.

According to Babayev, being responsible for the e-customs and e-innovations sector, Azerbaijan is preparing a proposal for the use of electronic document management in the clearance of goods transported across the border.

"This includes the transfer of preliminary information on the content of the transported cargo. It also provides for the use of e-signatures in the information flow between the Eastern partnership countries in order to minimize the use of paper carriers. This is a serious project proposal, which we are going to present at the working meeting on e-trade, which will be held on June 15-16 in Minsk. However, there are also other areas of activity in which we also intend to participate," Babayev said.

As Babayev said earlier, there are also a number of project proposals in accordance with the requirements of HDM Initiative, which will be submitted to the European Commission for funding. The projects are prepared in such areas as HDM Initiative, e-customs, e-commerce, e-business, e-security, e-health and e-trade.

The European Commission, according to Babayev, raised the amount of funding from 6 to 11 million euros for the implementation of projects under the HDM Initiative during 2018-2020. HDM Initiative is also aimed at solving the issues of formation of the legislative base, improvement of customs procedures, and implementation of software for trade. It provides for the creation of an integrated digital space, so that entrepreneurs can have a unified field for trading and settlement.
