Kazakhstan to launch oil accounting system

The year 2021 will be special for the oil and gas industry of Kazakhstan, Trend reports citing the Kazakh media.

The Ministry of Energy, together with the Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan, on the basis of NIT JSC, will launch an information system for accounting for oil and gas condensate (ISUN) in a full-fledged mode, the Kazakh media noted.

Reportedly, the mechanism will automate the process of collecting, processing, storing and using data on the volume of crude oil and gas condensate in circulation, prepared for delivery to the consumer.

“ISUN was created as an effective tool for accounting for oil and gas condensate starting from preparation, transportation, storage, shipment, sale, import and export outside Kazakhstan. It will also lead to a decrease in human errors when submitting reports and a reduction in the share of paper workflow,” the message reads.

“The oil and gas condensate metering system will be integrated with the existing information systems of enterprises operating in the field of oil production, transportation and processing. All data on the volumes of extraction, production, preparation, processing, transportation, storage, sale, shipment, losses, import and export from Kazakhstan will be transferred to the information system. Companies can also use installed metering devices as internal controls or for other purposes,” the Kazakh media said.

As reported, the authorized body will be able to quickly make decisions at the state level on the basis of operational data, predict the turnover of oil, gas condensate, automatically calculate the material balance and generate reports based on the data received from the metering devices.

“At the same time, to obtain point information, all data is received from each organization separately, and reports are generated depending on the activities of the enterprise. For example, oil transportation organizations submit reports on the receipt of oil from production organizations, on delivery to oil refineries and on delivery for export,” said the message.

“To date, the system has been launched in a pilot mode and 3 oil transportation organizations are connected to it - KazTransOil, Munaitas and Kazakhstan-China Pipeline. The Caspian Pipeline Consortium is in the process of being connected. This year, it is planned to connect to the system a number of organizations providing 60 percent of the total volume of oil production in Kazakhstan. In total, in 2021-2022, data will be sent to ISUN by 3 oil refineries, 16 mini-refineries, 4 oil transportation organizations and 100 subsoil users,” the Kazakh media added.
