Uzbek gov’t to submit some bills to parliament

The Uzbek Cabinet of Ministers has approved the program to develop and submit bills and other regulations into the Legislative Chamber of Oliy Majlis (lower house of the parliament) in 2012, the press service of the government said.

The program includes the development and submission of bills on "Economic activities of the media," "Guarantees of state support for the media," "Broadcasting" to the parliament. The bills are aimed at further strengthening the guarantees of freedom of the media in terms of developing market relations, strengthening their material and technical base, ensuring the political, ideological and cultural diversity of information disseminated by the media, the liberalization of the electronic media, their wide involvement in covering the democratic renewal processes of the country.

A new variant of the bill on 'Privatization' will be considered. The document envisages the further expansion of the share of non-state sector in the economy, encouraging private investors to the leading sectors of the economy, ensuring equal access to the privatization for all categories of potential investors.

It is planned to make changes and amendments to the law on "Audit activity aimed at improving audit in accordance with international principles and standards, enhancing the role of audits" within the program.

The creation of an effective mechanism for testing, introduction and commercial development of promising scientific developments, delivery of additional incentives and benefits to the enterprises, development and implementation of innovative projects, especially in high-tech industries are the tasks of the developers of the bill on "Innovation and innovation activity".

The bill on "Heat Supply" envisages the legal regulation of the relations in the production, supply, distribution and consumption of thermal energy in heat supply systems.

The development of the bill on "Gas Supply" is caused by the need to determine the legal, economic and institutional foundations of the relations in the gas supply. It will further ensure the safety of gas distribution networks, rational use of gas, inviolability of gas transmission system (gas pipelines and structures on them).

At present, the regulatory framework in the field of state registration of legal entities and individual entrepreneurs is characterized by several laws and regulations directly regulating the relations in the field, as well as numerous legislative acts (over 40), regulating these relations indirectly. It is planned to prepare the bill on "State registration of legal entities and individual entrepreneurs".
