Oct. 18

The web cameras will be installed in 10 percent of constituencies during the upcoming parliamentary elections in Azerbaijan.

Certain criteria will be taken into account while determining the advisability of installing web-cameras in any constituencies.

The experience of social networking will for the first time be used in conducting exit-poll in parliamentary elections in Azerbaijan.


Oct. 19

So far about 732 candidates, wishing to participate in Azerbaijani parliamentary elections, were registered.

Representatives from 26 countries have been registered to observe parliamentary elections in Azerbaijan.

Oct. 20

The Association for Civil Society Development in Azerbaijan (ACSDA) jointly with the Fund for Freedom of Speech Protection published the "Media and the electoral process: legislation and best practice" book to assist journalists in the electoral process.


ACSDA electoral headquarters will monitor elections in 4,400 polling stations.
The head of Sumgait executive power received members of the OSCE observation mission Valeri Amisulashvili and Valery Amsiulashvili, arriving in Azerbaijan in connection with the parliamentary elections. The preparations for the elections in Sumgait were discussed.
Azerbaijani CEC ensures that international observers will have no problems in obtaining visas to visit the country.
The observation mission of the Parliamentary Assembly of the Council of Europe (PACE) began meetings with candidates for the Azerbaijani parliamentary elections. The candidates responded to the questions of the PACE observation mission related to election campaign.

The Azerbaijani election commissions will be provided with uninterrupted telephone service and Internet access during the parliamentary elections, Deputy Communications and IT Minister Iltimas Mammadov said on Friday speaking at the "Investment potential of the Azerbaijani regions: achievements and Prospects" scientific conference.
The Azerbaijani Central Election Commission (CEC) has provided all polling stations with additional ballot boxes.
About 581 international observers will observe the parliamentary elections in Azerbaijan.
It is inadmissible to humiliate a candidate's honor and dignity by another candidate during free air time, the Central Election Commission chairman Mazahir Panahov said at the CEC meeting.

Oct. 22

The Azerbaijani Parliament raised the Azerbaijani Ombudsman's wage.
The Parliament's session today discussed a draft on amending the Constitutional Law "On the Human Rights Commissioner (Ombudsman) of the Azerbaijani Republic". The draft envisages increasing ombudsman's monthly salary from 1,320 to 1,800 manat.

The Parliament adopted the amendment to the Constitutional Law.
Azerbaijani Parliament adopted a draft of the 2011-state budget with 104 votes "for" and 5 "against" at a meeting on Friday.
The Azerbaijani Parliament adopted a law on establishment of the embassies in the Republic of South Africa, Brazil, Iraq and Vietnam at the meeting on Friday.
The Azerbaijani Parliament amended a number of laws on holding investigation in military units by professional lawyers.

Oct. 18

Azerbaijani Consul General in Los Angeles Elin Suleymanov was awarded an honorary diploma at the meeting of the Beverly Hills City Council on the Independence Day of Azerbaijan - Oct.18. The diploma highlighted the importance of friendly relations between Azerbaijan and the United States.


Israeli Ambassador to Azerbaijan Michael Lavon-Lotem has visited Tovuz region, Azerbaijan. During his visit, Lavon-Lotem was informed about the geographic changes that the Azerbaijani map has undergone.

Azerbaijani Foreign Ministry urged country's citizens to demand security guarantees while appealing to the embassies to obtain visas to foreign countries.
London hosted an event to mark the 125th anniversary of the birth of the Azerbaijani composer and musical giant Uzeyir Hajibeyov at the culture and friendship center of the Azerbaijani House in London on Oct.16.

A presentation has been held on conducting the 13th Islamic Summit of the Organization of the Islamic Conference (OIC) in Azerbaijan.

The fourth World Congress of News Agencies will be held in 2013 in Saudi Arabia. This statement was made on Oct. 22 at the close of the third World Congress of News Agencies (WCNA), which has been held from Oct. 19 in the Argentine capital and the city of San Carlos de Bariloche. The Congress was also attended by international cooperation director of the Azerbaijani-based Trend International News Agency, Elchin Huseynov.
Ukrainian Defense Minister Mikhail Yezhel signed a plan of bilateral cooperation in defense for 2011 with Azerbaijani counterpart, Colonel General Safar Abiyev.

Oct. 22
The Executive Committee first deputy chairman, CIS Executive Secretary Vladimir Garkun held meetings with senior officials of the Azerbaijani Government, the Central Election Commission, and the Foreign Ministry to inform the Azerbaijani side that the mission will observe the elections by strictly abiding by the laws of the Azerbaijan Republic, independently, objectively and not interfering in the electoral process, the organization's official website reported.
Signing a framework agreement on Nagorno-Karabakh is not expected at the OSCE summit in Astana, the Azerbaijani Foreign Minister Elmar Mammadyarov said today in his speech at the opening of the symposium on international relations on the topic "South Caucasus in a Changing World" in Baku.
Political movements
Azerbaijani opposition Musavat Party and the Popular Front Party will continue mass actions. The decision was taken at a meeting of the board of the Musavat Party.
Azerbaijani opposition Musavat party intends to strengthen cooperation with international organizations.


                                                                   Nagorno-Karabakh conflict

Oct. 17, the Armenian Armed Forces opened fire to the Azerbaijani troops from positions in nameless heights in the Dashkesan region at 13.50-14.25, from positions outside the Seysulan and Gapanli villages in the Tartar region at 01.20-01.45 and 02.00-02.30 Oct.18, the Azerbaijani Defense Ministry reported.
The Azerbaijani troops answered their fire. No causalities were reported.
Oct. 20
The book "Armenian occupation" was presented in a conference hall of Trend news agency. Roza Aligyzy, a military journalist, a reserve officer, chairwoman of the society "A soldier's family", is the author of the book about the Armenian occupation of Azerbaijani lands. The book was published with financial support from the Council of State Support to NGOs under the Azerbaijani President, she said.
Oct.19, the Armenian Armed Forces opened fire at the Azerbaijani troops from positions in nameless heights in the Goranboy region at 16.15-16.40, from positions outside the Gapanli village in the Tartar region at 20.20-20.35, from positions outside the Yusifjanli village in the Agdam region at 22.30-22.35, the Azerbaijani Defense Ministry reported. Further the Armenian Armed Forces opened fire at the Azerbaijani troops from positions outside the Ashagi Abdulrakhmanli, Gorgan villages and nameless heights in the Fizuli region at 22.00-23.40, the Azerbaijani Defense Ministry reported.
Oct. 20, the Armenian Armed Forces opened fire at Azerbaijani troops from positions in nameless heights in the Khodjavand region at 11.00-11.30 and 16.20-16.25, from positions in nameless heights in the Ashagi Abdulrakhmanli, Garakhanbeyli and Horadiz villages in the Fizuli region at 15.50-16.10, 16.20-16.30 and 21.15-21.20, as well as outside the Tapgaragoyunlu village and the nameless heights in the Goranboy region at 16.50-17.30, the Azerbaijani Defense Ministry reported. Further, the Armenian Armed Forces opened fire from positions outside the Chayli and Gizil Oba villages in the Tartar region at 23.15-23.40 and 00.30-01.10 and 05.05-05.15 Oct.21, as well as from positions outside the Javahirli village in the Agdam region at 00.55-02.10, the ministry reported. The Azerbaijani troops answered their fire. No causalities were reported.
