European Union leaders on Tuesday said that they were "appalled" by the terrorist attack on the parliament of Russian province Chechnya which left at least six people dead.

European Union leaders on Tuesday said that they were "appalled" by the terrorist attack on the parliament of Russian province Chechnya which left at least six people dead, DPA reported.

EU foreign policy chief Catherine Ashton is "appalled by the terrorist attack against the Parliament building in Grozny this morning. No circumstances can justify the use of terrorist violence and suicide attacks," a statement released in Brussels said.

"We confirm our readiness to strengthen cooperation with the Russian Federation in the fight against international terrorism," Ashton said.

Separately, the president of the European Parliament, Jerzy Buzek, also condemned the attacks.

"Violence and murder can never, in any situation, be accepted as forms of protest," he said.

However, Buzek, a Pole, also urged Russia to do more to reinforce the rule of law in Chechnya. Human-rights groups say that Russian forces and local authorities there have been linked to torture, extortion and murder.

"It is of utmost importance for the Russian authorities to show their full commitment to enhancing the rule of law and to ensure that it is properly and equally applied," Buzek said.
