Kazakhstan plans to change the mechanisms of farmers funding

Kazakhstan plans to change the mechanisms of farmers funding, the First Deputy Minister of National Economy Marat Kusainov said Sept.23 at a briefing on the Service central communications at the President.

"There was a need to review the existing funding system. Measures on improvements have been proposed today at a meeting of the government, which are grouped into three blocks," Kusainov said.

Current measures are focused on the following areas: review of funding mechanism in seed-farming, the revision of the mechanism for irrigation water supply funding, stimulating of the production growth and export of livestock, expansion of the access to investment funding.

Kusainov noted that the measures provide transparency and simplification of administrative procedures on subsidies granting.
They will promote the development of co-operation, performance improvement, and construction of an effective structure of subsidies, which should comply with the principles and criteria of the WTO in the future.

If the proposed measures are approved at the level of the president's administration by the authorized body in the sphere of agriculture, the Ministry of Agriculture in collaboration with the concerned government agencies will develop detailed road maps for improving the system of funding and make ​​the appropriate changes and additions to the existing regulations.
