Iranian industrialists should not just rely on bank loans to complete semi-finished projects, Iran's industry minister Mohammad Reza Nematzadeh said, Mehr news agency reported on Jan. 13.

"They should attempt to find foreign trading partners and financiers, because the banking system is not able to finance all the projects," Nematzadeh said. "Completing the semi-finished projects requires innovative and productive managers."

Meanwhile, Mohammad Baqer Nobakht, Iranian vice president for planning and strategic supervision, said in June 2014 that the Iranian administration needs $125 billion to complete development plans which are underway nationwide.

He added that the administration has focused on completing semi-finished development projects and will not start new ones.

The administration has not initiated any project since President Hassan Rouhani took office in August, he further said.

We will allocate the lion's share of national development budget to finish the projects which are complete by over 80 percent, he added.
