Kyrgyzstan discusses criminal liability for slave labour and pornography

Ministry of Justice of Kyrgyzstan suggests making criminally liable for slave labour, production and spreading of pornographic images of under ages, 24.kg reported.

Such statement was voiced at the joint session of parliamentary committees on defence and security and legitimacy and fight against corruption. MPs discussed amendments to the Code of Criminal Procedure of the Kyrgyz Republic.

They are suggesting making amendment to the article 157 of the Code of Criminal Procedure envisaging bringing to responsibility parents or persons raising children for involvement of under age into drunkenness and drug consumption, prostitution, roguery or beggary.

Deputy Ismail Isakov argues that these breaches of law should be transferred to the administrative responsibility not criminal one. "We shouldn't forget that Kyrgyzstan is under way of humanization of the criminal legislation. So, if some person forced another person to work and take his passport away should we put him in prison for 7 years? Prisons are overcrowded, there are no places. It is better if pay fines or labor at public works. I suggest implementing fines by this article to the amount of 200 specified rates or 1-2 months of public works," he added.

His idea was supported by deputy Anarbek Kalmatov who stressed if the government continues to tighten the legislation then every third citizen will have criminal record in 10 years.

However, the deputy Bolot Sher slammed the initiative on implementation of fines. "Slave labour is an awful crime. If today we put fines in force then tomorrow everybody will buy off and commit a crime again. The crime responsibility is needed."
