Interior ministry: Participants of mass actions to be conducted by Azerbaijani opposition on unauthorized territories will be made responsible

As the Baku City Executive Power did not give permission, the action planned by the Azerbaijani opposition for July 31 is illegal, a joint statement by the Baku General Police Station and Baku City Prosecutor's Office said on July 30.

As the Baku City Executive Power did not give permission, the action planned by the Azerbaijani opposition for July 31 is illegal, a joint statement by the Baku General Police Station and Baku City Prosecutor's Office said on July 30.

"In case of conducting actions on territories not permitted by the Baku City Executive Power, and if illegal means are used, it will be regarded as a serious violation of the law, and organizers will be made responsible according to the rules established by law," the statement said.
The document states that on July 23, Baku City Executive Power received an appeal on behalf of the Musavat Party and member-parties of the Union for Democracy from Huseyin Melikov, Alisha Azizova, Mirmammad Khanlarov, Khazar Teyyublu and Vugar Bayramov to authorize a massive opposition rally to be held July 31 from 15:00 to 18:00. The authors of the appeal indicated their intention to hold actions on territories closer than 200 meters to the following parks and squares: Huseyin Javid and Samad Vurgun parks, Fizuli squares and the teritory in front of Nariman Narimanov Cinema, the Carpet Museum, near the Monument to Jafar Jabbarli, in the park located between the Fizuli and Shamsi Badalbeyli streets, in front of the capital's Executive Power, the Presidential Administration and the Cabinet of Ministers of Azerbaijan.

Simultaneously, a similar appeal was received by the Baku Executive Power from the representatives of Azerbaijan Popular Front Party Fuad Gahramanly, Asif Yusifli and Nemat Aliyev, stating their intention to hold an action on July 31 from 15:00 to 17:00 on the territories near Nariman Narimanov Cinema, Monument to Jafar Jabbarli, TV-Theater, Huseyin Javid, Samad Vurgun and Sahil parks, Azneft Square, Parliament Avenue.

Considering both appeals, Baku City Executive Power on July 27 responded to them. In its reply, Baku City Executive Power stressed the impossibility of conducting mass actions on the territories indicated by the representatives of opposition parties in connection with the fact that it may prevent the rest of citizens and break the traffic. As an alternative for mass actions from 15:00 to 18:00 on July 31, the Executive Power of the capital indicated the following territories: stadium of sports complex in Binagadi settlement, the territory of driving schools in the 20-meter residential area of Sabail district, as well as the area located opposite the quarters 29/22 in Khatai district of Baku.

In this regard, July 30 the organizers were warned by the leadership of the Baku General Police Station and Baku City Prosecutor's Office that the attempts to conduct actions on the main streets, squares and parks of the capital are contrary to the requirements of the current legislation. The representatives of the Musavat, Popular Front Party and Union for Democracy were made aware that they can choose any of the territories proposed by the Executive Power. It also mentioned a ban on using firearms and cold steels, as well as other items that may pose a threat to life and health of citizens, including in the case of holding actions on the territories agreed with the Executive Power.
