BAKU, Azerbaijan, November 19. Portugal hopes for COP29 summit to lead to strengthened adaptation measures to climate change, said Emídio Ferreira dos Santos Sousa, the country's Secretary of State for Environment, Trend reports.
Addressing COP29, the state secretary underscored the need for a broader donor base in climate finance, emphasizing that contributions should not be limited to developed countries alone.
“It is of utmost importance to broaden the donor base,” Sousa stated, advocating for the involvement of countries with high gross domestic products and significant emissions, even if they are still considered developing nations. “Currently, many of the world's largest polluters are not doing enough to fight against climate change,” he added.
A key focus of Portugal’s climate strategy is to blend public financing with private investment. By 2030, Portugal’s international climate finance commitments will reach 68.5 million euros. “Part of this amount is dedicated to the reconversion of the debt swap of Cape Verde and São Tomé and Príncipe into climate investment,” Sousa explained, noting that Portugal intends to expand these partnerships, particularly with Portuguese-speaking countries after 2025.
Sousa expressed hope that the COP29 summit would lead to strengthened adaptation measures to climate change, along with the creation of conditions for a just transition. “With all the goals, ambitions, and flexibility in mind, solutions will be closer to our objectives,” he concluded.
