WEEKLY ECONOMIC REVIEW

Analysis Materials 28 June 2005 17:35 (UTC +04:00)

Business forums and credits fairs were held in Jalilabad, Masally and Lankaran last week with participation of Farhad Aliyev, the Minister for Economic Development and Gadir Husseynov, the Director of the National Fund for Business Support (NFBS).

During the events Aliyev interested in the process of the State Program on Development of Regions, heard the complaints and proposals by entrepreneurs. A total of 5.9bn manats in privileged loans was distributed among the local businessmen. Besides, the Minister visited several enterprises successfully functioning in these regions and personally interested in their financial problems. The majority of complaints concerned the banks, which reportedly did not distribute credits allocated out of the public budget. However, it turned out that not the majority of complaints were right. They did not even have elementary imagination on the business plan.

During the business-forums the entrepreneurs had an opportunity to sound their recommendations on the activities in connection with the activities of the NFSE. However, an only useful recommendation came from a farmer involved in tea-growing, who proposed to prolong the term of distribution of credits, as tea bushes grow within 7 years, while the NFSE credits are allotted only for 5 years.

The above described scene testifies for absence of educated entrepreneurs for business development along with financial problems and red-tape. Noting it the Minister committed himself to organize seminar for entrepreneurs in the future. Let’s hope the banks distributing credits in the regions would define tactic of interaction with the regional entrepreneurs. The tactics must be based on maximal simplification of formal procedures on distribution of credits. The key task of the government is to offer necessary facilities for boosting the attractiveness of deposits, dislocated in the regions.
