Sudan and South Sudan are locked in a "logic of war" as their troop movements at the border contribute to heightened tensions, the UN Security Council said Tuesday, dpa reported.

The 15-nation council discussed the situation with Haile Menkerios, the UN envoy for Sudan and South Sudan, and former South African President Thabo Mbeki, representing the African Union. Both warned of "divergent views" on the potential conflict, said US Ambassador Susan Rice.

"They described a disturbing situation and said both parties are locked in a logic of war," Rice said. "Hardliners are winning the day in Juba and Khartoum."

Rice said the 15-nation council called for both countries to pull back their military forces from the border region of Abyei and resume negotiations.
