The people of Azerbaijan are on the threshold of a historical and political event that will determine their future, the chairman of the Supreme Court Ramiz Rzayev said during a specialized course on electoral law for the chairmen of district election commissions (DECs) at the Central Election Commission.

At a meeting with the Chairman of DECs at the Supreme Court, Rzayev spoke on "Judicial protection of electoral rights, the attitude of courts to disputes: judicial experience in this field".

Rzayev said that every citizen of Azerbaijan has to make a choice and think about the future and history. Ilham Aliyev will contribute to the further development of Azerbaijan.

"Ilham Aliyev's activities are in the interest of the state and the people, his work for the people of Azerbaijan have turned him into an uncontested leader," Rzayev said.

According to him, only persons whose disability is confirmed by a court decision do not have the right to vote. In some exceptional cases defined by law, voting rights of military personnel, government officials, judges and prisoners may be limited.

"According to the Constitution, every citizen of Azerbaijan, claiming violations of the electoral law, may apply to the court for their right's recovery, appeal against decisions of election commissions on their activity or inactivity," Rzayev said.

According to the chairman of the Supreme Court, appeals for violations of electoral rights should be submitted in written form within 30 days prior to the election day. Once decisions are made in primary instances, they may be appealed to the Supreme Court within three days.

Complaints can not be addressed directly to the Supreme Court, Rzayev said. To do this, voters, candidates, political parties, blocs, initiative groups must first apply to the relevant court.

The people will choose the head of state while openly expressing their will, the chairman of the Supreme Court told journalists. "We are confident that the presidential elections scheduled for this October will be held in democratic and fair way, and the Azerbaijani people will express their will," Rzayev said.

According to the chairman, the CEC organizes educational courses for the chairmen of DECs both during the parliamentary and municipal elections, where Supreme Court systematically explains certain legal matters on protection of the voters' rights by the courts to the chairmen.

"Changes have already been introduced to the law. Earlier, issues related to elections were governed by the Civil Procedure Code. Now, disputes that may arise in connection with electoral matters will be considered by administrative courts. These issues were explained to the chairs of DECs during the meeting," Rzaev said in conclusion.
