The murder of a civilian of the Garadagli village of Agdam district and shelling of a wedding tent in Terter district of Azerbaijan is a next evidence of Armenia's meanness and contempt, the deputy chairman of the Committee on Political Affairs and Security of the OSCE PA, MP of the Milli Majlis (Parliament) of Azerbaijan Azay Guliyev told reporters.

According to Guliyev, it is also the evidence of psychological stress and despair in the army of invaders that can not resist the blows of the Azerbaijani army and carries heavy losses.

"Apparently, Armenians can not resist the Azerbaijani soldiers and try to take revenge by shelling of civilians. Shelling of a civilian population is prohibited by all international conventions. Therefore, international organizations, primarily OSCE Minsk Group co-chairs should express their views on this ocassion and to condemn it", Azay Guliyev told.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the US are currently holding peace negotiations.

Armenia has not yet implemented the UN Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
