The hearings of the monitoring held in Azerbaijan have been scheduled for the spring session of PACE in 2007, Sabir Hajiyev, the representative of the Azerbaijani delegation in the Parliamentary Assembly of the Council of Europe (PACE) and also the chairman of the Civil Unity Party, told Trend, commenting on Azerbaijans implementing the obligations undertaken before the Council of Europe.
He noted that the obligations include the bill On alternative military service. According Hajiyev, adoption of this law is difficult for an aggression-affected country.
Besides, Hajiyev pointed out that during the spring session, common attitudes will expressed towards this topic to continue the monitoring due to failure to implement several obligations.
Hajiyev added that the members of the Council of Europe dont fulfill their responsibilities before the organization. For instance, Russia makes claims in connection with the death sentence. Because Russia was given moratorium, but no change was made to the law, told Hajiyev.
