Expert: Several reasons given for transfer of Kazakh presidential adviser to ambassadorship

The main reason behind appointing former adviser to the Kazakh president Yermukhamet Yertysbayev ambassador is to try to renew the work of the ideological sphere and domestic policies, head of internal policy department of the Institute of Political Solutions, Maxim Kaznacheyev said.

A new candidate will be chosen for the position of Presidential Adviser, he told Trend on Thursday.

"There are many variants, but the problem is that while objectively speaking, there is no individual, who could voice opinions on very inconvenient domestic issues in such tough manner. It would be difficult to find an alternative individual."

He added that there are some individuals who can be helpful in this position, but in any case, they do not have such a cumulative effect as opposed to Yertysbayev.

There is also a personal factor.

"Yertysbayev held this position long ago," he said. "A person could get tired and ask for transferring to an easier position."

"From an informal point of view and proceeding from their proximity to the president and the impact on the ideological sphere and domestic policy, then, this is demotion.

Moreover, the ambassadors' positions in an informal hierarchy of the bureaucratic elite are seen as a way out to the periphery of the political process."

As an ambassador, Yertysbayev will fail to participate in numerous meetings in Akorda, express his point of view, one way or another affect the vector of internal political processes.

"The ambassador's position on the foreign policy in a small country restricts Yertysbayev's opportunities," he said. "He has no opportunity to influence foreign policy. The work on establishing bilateral relations with Georgia is a fragmented part of the foreign policy doctrine. That is from the formal point of view, this is not demotion, from informal point of view - a way to the periphery."

It was previously reported that Yermukhamet Yertysbayev was appointed Kazakh Extraordinary and Plenipotentiary Ambassador to Georgia upon the presidential decree. Earlier, Yertysbayev was a presidential adviser on political issues of the country.
