According to the draft, a fifth paragraph was added to the third article of the Georgian Constitution, under which the status of the future town of Lazika on the Black Sea coast of Georgia will be determined.

Discussions over the draft were held against the backdrop of long debates. According to the opposition, the authorities should be more concerned about existing towns and not yield to the 'whims' of President Mikheil Saakashvili. The parliamentary majority considers Lazika as a new perspective for the development of the country.
