Residents of exploded apartment building in Baku to get new compensation

Amount of six-month compensation for residents of the exploded apartment building in Baku has been determined. The residents will get the next compensation within few days, head of the Nizami District Administrative Body and Emergency Situations Commission Chairman Arrahman Hasanov told Trend on Jan. 12.

The explosion occurred in an apartment building at 34 Nakhchivani St. in the Nizami district at 08:20 in the morning on Dec. 13. The bodies of Tamila Alirzayeva and Vitalik Balametov were dragged out from under the debris. Two-year-old child Aylin Alirzayeva, Novrasta Muhammad Gurbanova gizi, 69, Oksana Alekseyevna Mahmoudova, 46, Shirkhan Atash Karimov oglu, 23, and Afat Huseyn Mursalova gizi, 43, were hospitalized. Gurbanova died a week later at Hospital No. 5.

Emergency Situations Minister Kamaladdin Heydarov told journalists that, based on preliminary reports, the explosion was likely the result of a gas leak caused by repairs in a fourth-story apartment.

Baku City Prosecutor Aziz Seyidov told Trend that a lawsuit has been filed for a violation of safety procedures during construction which resulted in death and injury (Article 222.3 of the Criminal Code).

Hasanov said as many as 45 flats suffered damage during the blast. The Kindergarten 172 has been evacuated for those who have suffered from the blast. Three bloc of six-bloc building will be knocked down and five-storied building of the same size will be constructed instead of the collapsed one within nine months. The government will rent houses for residents during this period.

The extent of the damages incurred by residents was estimated at 122,500 manat. The government has already approved all necessary documents for providing compensation, and the aforementioned sum was transferred to the accounts of the residents at the International Bank on Dec. 30, 2008. The government compensated damage of 13 families. The government will pay compensation to residents to rent flats, relatives of the death people, as well as to the injured people. Respective governmental agencies have already approved compensation documents.

The Emergency Situations Ministry cordoned off the site and began reconstructing the building on Jan. 6.

Hasanov said that 99,000 manat was allocated to compensate the residents of 45 damaged flats next time. "The funds will be transferred to the accounts of the residents at the International Bank soon and this amount targets to pay rents," Hasanov said.

A new building of the same size is being constructed instead three destroyed sections in land behind the exploded building, Hasanov said. "At present the destroyed three sections are being torn down. A three-section building of the same size is being constructed instead them," he said.

The chairman of the commission said that houses for the residents of the exploded building are being constructed to end the process quickly. "A new building should be constructed and given to the residents within nine months. As tearing down the exploded sections takes a lot of time, a new building is being constructed to provide the residents with houses within a short period time," Hasanov said.

Construction work will be conducted instead the torn down section and the area will be granted to the residents, Hasanov said.
