I.Khalilova/ "To meet the dynamic economic development
of Azerbaijan a new Tax Code will be developed until 2013," Mirdamat Sadigov, head of the Taxes Ministry's Department on Tax Policy and Strategic Studies,
said at the first meeting of the expert commission set up in the office.
According to Sadigov, the
expert commission, namely the working groups in the area of tax administration,
tax policy and legislation, will play the leading role in devising the code. The
Ministry provided for all conditions to coordinate the activities with the
working groups.
The Tax Code of Azerbaijan was adopted on 11 July 2000 and entered into force
on 1 January 2001, but it is annually amended within budget process.
The expert commission was established in August 2008 to conduct studies and
make recommendations for improving the tax system in the light of acceleration
of socio-economic development in Azerbaijan.
The Commission's task
is to assess and study the possibilities to increase the role of the tax system
to improve the social, economic and environmental problems, as well as to prepare
proposals in this area and to conduct peer review of projects designed to
regulate tax relations.
The main directions of activities of the commission includes to provide the expert
opinion on the projections to increase tax revenues, including simplifying the
tax system; to develop proposals for the effective operation of the tax
authorities summarizing international practices to improve governance
structure. The commission will develop proposals for analysis and optimization
of the tax burden in the economy, to improve the institution of the tax
ombudsman, to study the role of taxation policy to improve the investment attractiveness
of the country.
