Muammar Qaddafi is ready to hand power over to the Libyan opposition National Transitional Council (NTC) and urges rebel leaders to begin talks to end months of violence, the fugitive Libyan leader's son, Saadi, told Al Arabiya TV.

"As far as I am concerned, I will not carry guns against any Libyan person, and I urge the warring parties to lay down their weapons," he told the TV channel by phone from an undisclosed location in Libya.

He said he was ready to surrender if this would "end the bloodshed" in the country. "But I do not represent only myself, and in order for achieving a peaceful resolution to the crisis we should sit down with each other and negotiate," he added.

Saadi said he had already contacted Abdel Hakim Belhadj, the chief of anti-Gaddafi forces in Tripoli, with authorization from his father, RIA Novosti reported.

"We acknowledge that they (the NTC) represent a legal party, but we are also the government and a legal negotiating party," he said.

Gaddafi and his sons have been on the run since Libyan rebels entered Tripoli late last month after establishing control over almost the entire country.

Later on Thursday, an international conference of "friends of Libya" will open in Paris, where a total of 60 foreign delegations will discuss Libya's future in the post-Gaddafi era.
