“On 1 December Declan Ven, the adviser to the British Ambassador to Azerbaijan, will visit the prisons under subordination of the Central Department of Execution of Court Sentences under the Justice Ministry,” Elchin Behbudov, the head of the Azerbaijani Committee against Tortures, told Trend.
“The British embassy is interested in the state of our prisons. Ven, who is aware of our monitoring at prisons, proposed to participate in the next monitoring and we accepted it. First we will visit reformatory 1, and then we plan to see other reformatories,” the law-defender said.
Behbudov underlined that they were developing an annual report on monitoring of military and penal systems held during 2005. “The report will be presented both to the Minsitry of Internal Affairs and the Justice Ministry, as well as media in early December. The torture figure in this system over 2005 did not dropped as compared previous years,” he added.
