Permitting system for construction offered to be connected with construction facilities’ purpose in Azerbaijan

It is proposed to reduce the amount of the state fee for getting the license and terms of its action within reforming the licensing system.

It would be useful to determine the minimum amount of state tax at the level of spending, with the exception of fiscal licensing (for example, the casino business) to support the development of small and medium businesses, head of the Center for Political and Economic Studies Sabit Bagirov told Trend on Monday.

Permitting system for construction was offered to be connected with construction facilities' purpose in Azerbaijan, he added.

"It is also necessary to increase the duration of the license, given their diversification according to the activities for at least five years," Bagirov said.

It is proposed to minimize the number of licensed kinds of activities, to determine good reasons for the elimination of licenses.
He added that it is important to issue the licenses through a single centralized state body as part of reforming the permit system.

The system of giving permissions in the construction sector, based on the principle of "single window" should be introduced.

"The definition of the classification of construction facilities depending on their purpose and area is important as part of reforming the permit system in the construction industry," Bagirov said.

The information business portal, created with support from the International Finance Corporation (IFC) has been recently launched to control the process of licensing and permit system in Azerbaijan.

There is a convenient search system on the portal for all types of permits (name of the permits, the legal basis, a list of required documentation, the name and legal address of the permitting authority) needed to do business. The creation of a special section of services on the portal, along with improved awareness of entrepreneurs in this field, will ensure their direct involvement in the development of legislative acts.

The most important document within the simplification of licensing system and removing administrative barriers is the Presidential Decree as of September 2, 2002 on "Improvement of the issuance rules of special permits (licenses) for carrying out certain activities". According to this decree, licensing rules were approved. The number of licensed kinds of activities was reduced.

The number of licensed kinds of activities has been reduced from 240 to 30. The subsequent changes have increased this number from 30 to 57.
