The road accident occurred some 10 miles from the city of Amritsar, as the cart was reportedly overloaded with people, Sputnik reported with the reference to the NDTV channel.
At least nine people died and 15 more were injured.
The two of the 15 injured were seriously hurt and delivered to nearby hospitals, according to the news outlet.
No further details of the incident were immediately available.
Last year, road accidents in India claimed the lives of 16 people every hour on average, according to India's National Crime Records Bureau.
