Most of the personnel at the Azerbaijani State Border Service (SBS) will serve on a full contract basis by 2013, State Frontier Service Chief Elchin Guliyev told journalists today.
"The SBS does not face any problems with its duties or arranging its personnel," he said.
SBS employees visited a memorial to former President Heydar Aliyev today to mark the ninety-first anniversary of the country's border guards.
Guliyev and his staff laid flowers at the memorial.
Aug. 18 was declared a professional holiday for border guards by presidential decree in 2000.
