“PARLIAMENTARY ELECTIONS IN AZERBAIJAN - A CHANCE TO SHOW LOYALTY TO INTERNATIONAL LIABILITIES,” PACE MISSION

“The PACE Pre-election Mission regards that the forthcoming parliamentary election in Azerbaijani are chance to show loyalty to liability on holding of democratic elections undertaken before the CE,” the statement of the members of the PACE Monitoring Mission, which was publicized at a news conference in Baku on Thursday, says.

The document says that there was some progress during the preparations for the 6 November elections as compared prior elections.

“Registration of numerous candidates to deputies established opportunity for competitive pre-election struggle, but free access to mass media allowed the candidates to conduct pre-election campaign on equal conditions,” the statement says.

It also notes that the authorities did not manage to establish conditions for development of dialogue with representatives of the opposition. The same time
the leadership did not take into consideration recommendations of international organizations that may lead to serious violations on the voting day.

Certain part of the population lives beyond the bounds of the country, but their names have been included into the electoral list. Therefore, distribution of voter cards became problematic.

As to unsanctioned actions of the opposition, the Interior Minister is directly responsible for behavior of the police.

It is mentioned that the Azerbaijan opposition must be interested in dialogue as well.

The statement underlines necessity in execution of the Presidential decree of 11 may 2005 on improvement of election experience, use of inking, elimination of hinders at holding of assembles and actions, starting investigative by the Prosecutor Office in regard the people, violated Elections legislation during the forthcoming elections.
